#### Overview
**Appointment of a service provider to provide a hosted PABX solution with Microsoft Teams telephony integration, VoIP capability, and desktop instruments to the MHSC for a period of 62 months.** Bidders should have experience in cloud-based hosted PABX with Teams integration, SIP/VoIP, SBCs, ICASA licensing, OEM accreditation, POPIA compliance, and related ICT service delivery.

#### Requirements
- OEM accreditation for the proposed hosted PABX solution (or proof of OEM status).
- ICASA license for telecommunication services or a formal partnership with an ICASA-licensed operator.
- Central Supplier Database (CSD) registration and Tax Compliance Status (PIN) with SARS; or CSD number if no PIN.
- Completion of mandatory SBD returnables: SBD1, SBD4, SBD6.1, and SBD3 pricing; submission of POPIA/DPA documentation.
- At least five (5) reference letters from organizations with similar hosted PABX/Teams implementations within five years.
- At least one team member with 5+ years of VoIP PABX experience.
- At least one team member with Microsoft Teams Voice certification (MS-700) or equivalent.
- A detailed project plan (activities, timelines, milestones, resources, risk matrix) and a confirmed costing model.
- Network readiness assessment and QoS configuration for VoIP; 74 desktop SIP phones, 74 headsets, and spare devices (minimum 5%).
- Number porting plan with timelines and risk mitigation; SBC redundancy; disaster recovery and data sovereignty + POPIA compliance.
- FAT/SAT, load and failover testing; end-user and admin training; monthly QoS and SLA reporting.
