**Procurement of a cleaning service provider to furnish cleaning services for SADPMR's Kempton Park Head Office for 12 months.** The scope requires on-site cleaners, reporting, and maintenance of hygiene in offices, kitchens, restrooms, and sanitary-bin management. Suitable bidders are professional cleaning service providers with NCCA accreditation (or SAQA equivalent), COIDA good standing, and demonstrated ability to meet strict reporting and material availability.

#### Requirements
- Mandatory accreditation: National Contract Cleaners Association (NCCA) or SAQA certificate, plus COIDA letter of good standing.
- Staffing and service delivery: 2 cleaners; weekly onsite manager inspection; daily cleaning activity reports; monthly monitoring; 100% availability of cleaning materials; industrial cleaning equipment; sanitary-pad bin maintenance.
- Documentation and compliance: proof of physical address and email; CSD registration and CSD number; IDs and CIPC details; tax compliance PIN (SARS) and related requirements; separate TCS for consortia/sub-contractors.
- Evaluation prerequisites: minimum 70 points to proceed to Phase 2 (price and specific goals); mandatory phase 1 criteria including references and project plan.
- Specific goals for preference points: targets for youth, black women, and SMEs, with required supporting documents.
- Price and contract terms: firm prices (VAT inclusive), 30-day price validity, 12-month duration, adherence to PPPFA 2000 and 2022 Regulations.
