## Summary

#### Overview
**ATNS seeks a service provider to provide digital access to national and international newspapers and magazines, including searchable archives and real-time news services, for five years.** Bidders should have experience delivering cloud-hosted media publication databases with institutional access, POPIA-compliant hosting, single sign-on, usage analytics, and multi-user licensing suitable for a corporate library.

#### Requirements
- Minimum of three digital-access reference letters from the last 5 years, on client letterhead, with contact details.
- Title List Extract showing full-text SA and international access, including aviation/ATM content and historical archives.
- Content sourced directly from publishers or authorised aggregators; source clearly identified.
- Licensing model to be clearly stated (unlimited simultaneous users or defined concurrent cap).
- Remote access capability; robust authentication (IP, proxy, VPN, SSO; SSO via Microsoft Entra ID allowed).
- 24/7/asa platform uptime (target 99.5%), 24/7 technical support and a local account manager.
- POPIA/comparable data protection compliance; ISO27001 or equivalent with evidence.
- Content updates on publication day; embargo policies disclosed; alerts and newsletters supported.
- Editorial integrity: content from publishers/authorised aggregators; provenance clearly documented.
- Content coverage: SA and international newspapers/magazines plus aviation/ATMS titles; archive depth and update frequency disclosed.
- Title-level disclosure with publisher, language, archive depth, embargo, and download/reuse restrictions.
- Demonstration of search, alerting, citation/export, download, collaboration, analytics, and AI-assisted features as applicable.
