#### Overview
**ATNS seeks a service provider to deliver a five-year cloud-hosted Library and Information Services database subscription, including digital access to e-books, scholarly journal articles and IEEE Xplore.** Bidders should demonstrate experience with institutional library platforms, multi-user access, content licensing (including IEEE Xplore), and compliant hosting (POPIA, data residency, SSO). Preference will be given to bidders with aviation/engineering content coverage, ISO/IEC 27001 or equivalent security, and proven SARS TCS and CSD registration.

#### Requirements
- Cloud-hosted, 24/7 platform with 72-hour advance maintenance notices; hosting jurisdiction disclosure; POPIA compliance; data residency arrangements.
- Authentication: IP/proxy/VPN/SAML 2.0/OpenID Connect; Azure AD integration; remote access; specify concurrent vs unlimited users.
- Integrated discovery with IEEE Xplore; federated search; citation export in multiple formats.
- Content coverage across e-books, journals, standards, conference proceedings; aviation/AT Management, engineering, safety, etc.; backfiles/archives; clear Open Access labeling where applicable.
- Usage analytics and reporting: admin dashboard, quarterly usage reports, exportable analytics.
- Training and support: onboarding, end-user and administrator training; 24/7 or clearly defined support with escalation; dedicated account manager; minimum 99.5% uptime.
- Data protection and licensing: POPIA/GDPR where applicable; ISO 27001 or equivalent; breach notification within 24 hours; institutional multi-user licensing; ownership of ATNS data and searches.
- Content updates and licensing: content updates reflected at no additional, uncapped charges; complete content coverage details including backfiles.
- Pre-qualification/evaluation: Central Supplier Database registration; SARS Tax Compliance Status; CIPC documents; shareholder IDs; B-BBEE certificate or sworn affidavit for EMEs/QSEs; ID copies of shareholders.
- Evaluation framework includes Stage 3 functionality (minimum 70/100), Stage 4 demonstrations (70% to progress), and 80/20 price-preference scoring.
