- Compliance: Tax compliance (SARS PIN/TCS) or Central Supplier Database (CSD) registration; if in a joint venture, each party must submit separate TCS/CSD documentation.
- Documentation: SBD 1, SBD 4 (Declaration of Interest), and SBD 6.1 with all required attachments; proof of authority to sign.
- Evaluation: meet a minimum 50% in the functionality evaluation; adhere to PPPFA 2022 requirements (80/20 price-preference) and provide proof for specific goals (≥51% Black ownership, ≥51% Women ownership, ≥51% Youth ownership, ≥51% People with disability) to claim up to 20 preference points.
