- OHSA: valid Letter of Good Standing from the Compensation Commissioner.  
- Pricing: VAT-inclusive; bid valid for 120 days.  
- Forms: complete MBD1, MBD4, MBD6.1, MBD8, MBD9, MBD10, Form of Indemnity, Form of Offer, Pricing Schedule, Declaration by Tenderer, and relevant SMME/B-BBEE schedules.  
- Conditions of bid: sealed envelope, no late/faxed submissions; bids opened publicly; use original forms in black ink.  
- Evaluation: 80/20 PPPFA, with 80 for price, 10 for participation goals, 10 BBBEE; Council may accept any bid or part thereof.
