## Summary

#### Overview
**Procurement of catering, stage and sound system, audio-visual, and transport services for a Chief Whip Outreach Programme in the Central Region (Mbombela).** Bids are open to experienced service providers in catering, AV/stage production, and transport, with local Mbombela bidders preferred under the 80/20 preference system and strict SME/B-BBEE and compliance requirements.

#### Requirements
- Valid Tax Compliance Status (TCS) pin and SARS registration status; where applicable, pre-award questionnaire for foreign suppliers.
- Central Supplier Database (CSD) full report (not summary), not older than 30 days.
- Proof of company registration and directors’ IDs; lease or proof of municipal rates/taxes for business premises; director municipal compliance where applicable.
- Certificate of Acceptability for basic food safety/hygiene (CoA) and CVs/qualifications for the Project/Culinary Leader (minimum 3 years in food handling; include availability letter if not employed by bidder).
- Proof of catering experience for at least 100 people (appointment letters or PO plus references).
- B-BBEE status certificate or sworn affidavit (EME/QSE or consolidated certificate for JV/consortium).
- Compliance documents for any JV/consortium: detailed agreement and returnable documents for each party.
- Public liability insurance (minimum cover as determined) if applicable.
- COIDA certificate (where applicable) and recent audited/unaudited financial statements (as required by contract scale).
- Ensure all documents are certified, not older than 3 months where required; no forged documents.
