## Summary

#### Overview
**Appointment of a service provider to review, assess and evaluate NFVF’s stakeholders.** Bidders should have strong stakeholder-management and engagement capabilities, with a minimum of five years’ relevant experience, and assign a Project Manager with five+ years in the field. #### Requirements
- Administrative and regulatory: CSD registration (with CSD report), tax clearance (original), VAT if applicable; compliant with SBDs 1, 2, 3.3, 4, 6.1, 7.1, 8 and 9; joint ventures must include party-specific documents and resolutions; certified copies of company registration; BBBEE certificate.
- Experience and qualifications:
  - Minimum 5 years in stakeholder management/engagement; project leader with 5+ years; CVs for the full team; formal qualifications (PM/Stakeholder Relations/Social Science/MBA or higher).
  - At least three client references for similar stakeholder-review work.
- Deliverables and approach:
  - Stakeholder survey, Stakeholder Matrix, risk/change impact analysis, information-massing plan, Stakeholder Engagement Strategy review, and an internal NFVF workshop.
  - Detailed project plan, method and work plan; clear reporting and communication approach.
- Evaluation readiness:
  - Administrative compliance, functionality (minimum 75/100), price with specific goals (80/20), and presentations for top 3 bidders (as per TOR).
