## Summary

#### Overview
**Appointment of a service provider to review, rationalise and migrate the Minerals Act (No. 50 of 1991) regulations into the Mine Health and Safety Act (No. 29 of 1996).** This RFQ (2572) targets bidders with regulatory drafting, mining law, and public-sector regulatory experience to deliver a consolidated MHSA-aligned regulatory framework. #### Requirements
- Minimum 10 years in legislative/regulatory drafting and 10 years in mining engineering/MHSA/regulatory implementation.
- At least one legally qualified professional (LLB or higher) on the team; CV and qualifications to be provided.
- Team may be a consortium; must collectively demonstrate legal, technical, mining and regulatory competencies; four-month delivery window.
- Experience with mining legislation/regulatory reform is advantageous.
- Ability to present to MHSC advisory structures (MRAC, LDC) and to obtain MHSC approval at deliverables milestones.
- Replacements during the project must meet the same qualifications.
- Compliance prerequisites: tax clearance (PIN or CSD registration) and proof of CSD registration; SBD forms (SBD1, SBD4, SBD6.1) and pricing schedule (SBD3) must be included; bidder must not be ineligible due to state service provisions.
