- Detailed methodology and project plan covering stakeholder engagement, data collection, process mapping (As-Is/To-Be), skills audit, job profiling and change management. 
- Project team with CVs, certified Paterson Job Evaluation Practitioner, and relevant qualifications; evidence of experience in organisational design, workforce planning and change management. 
- Compliance: valid SARS Tax Clearance/PIN, submission of CSD registration, and BBBEE certificate (or sworn affidavit for EMEs/QSEs); SBD4 and SBD6.1 completed. 
- Pricing: fixed all-inclusive lump-sum for each deliverable, VAT-inclusive, with invoicing on completion and acceptance of deliverables. 
- Submission documents: official bid Forms (SBD1, SBD4, SBD6.1) plus pricing schedule and supporting documents; bid validity of 90 days.
