## Summary

#### Overview
**RAF seeks a service provider to supply and implement a cloud-based Identity and Access Management (IAM) solution, including five years of maintenance and support.** Target bidders are IAM vendors with cloud/SaaS experience, strong integration capabilities (SAP HR, Active Directory, Azure, AWS, Guidewire, databases), and robust security/compliance practices.

#### Requirements
- OEM accreditation: bidder must be OEM or an accredited reseller/partner/distributor; provide verifiable proof and keep accreditation valid for the contract duration.
- IAM track record: at least two IAM implementations in the last seven years; provide client references (RAF may contact them).
- Business continuity: have a tested business continuity management plan available for RAF inspection.
- Compliance: tax/compliance with SARS (PIN/TCS) and CSD registration; CIDB proof if applicable; SBDs completed and signed.
- Security and privacy: compliance with POPIA/GDPR, encryption (at rest/in transit), MFA and SSO, RBAC/ABAC, audit logging, SIEM integration, secure management channels, and adherence to least-privilege.
- NIP considerations: if imported content exceeds thresholds, be prepared to engage with the dti under the National Industrial Participation Programme.
- Deliverables scope: SaaS IAM with historical data migration, integration work, governance/identity administration, reporting, training, and five years of maintenance and support.
- Architecture/operational: cloud-agnostic SaaS with open standards, portability, disaster recovery (RTO ≤4 hours, RPO ≤8 hours), 24/7 availability targets, and detailed SLAs (OSPF framework).
