## Summary

#### Overview
**SANParks seeks a service provider to design, facilitate, and document the Inclusive Land Framework (ILF) stakeholder inputs.** Bidders should be seasoned consultants in land reform, governance, and multi-stakeholder engagement, able to deliver technical input, multilingual workshops, and Board-ready outputs across Greater Kruger, Barberton-Makhonjwa, Greater Mapungubwe, and national stakeholders.

#### Requirements
- Core team (minimum roles): Senior Process Lead; Participatory Process Designer; Land, Legal, and Governance Specialist; Socio-Economic/Biodiversity Economy Specialist; Rapporteur/Technical Writer; Secretariat/Logistics Coordinator; plus mandatory cross-cutting competencies (cultural, ethical, multilingual engagement).
- Qualifications: 15+ years in land reform/natural resource governance or social compacts; proven high-conflict facilitation; deep SA land tenure and conservation law knowledge; ability to translate policy into practical engagement tools; strong written outputs.
- Compliance: must be on the Central Supplier Database (CSD); provide SARS Tax Compliance PIN or CSD number; submit SBD1, SBD4, SBD6.1, SBD7.2; contract to be signed (SBD7) where applicable; POPIA and OHS compliance.
- Evaluation: mandatory CSD/tax compliance; functionality scoring minimum of 70/100; 80/20 preference scoring (price vs. specific goals); preferences for black-owned and women-owned enterprises with defined points.
- Deliverables alignment: Detailed process design, translated workshop documents, workshop reports, social compact elements, risk register, stakeholder input report, and a revised ILF.
