## Summary

#### Overview
**IDC seeks a service provider to undertake a bankable feasibility study, develop a detailed business case, obtain environmental and regulatory authorisations, provide transaction advisory services, and ensure implementation readiness for the Leandra Landfill Site Project, Govan Mbeki Local Municipality.** (T56/09/26) Bidder should have proven capability in infrastructure project preparation, feasibility studies, transaction advisory, implementation readiness, with emphasis on waste management.

#### Requirements
- Demonstrated experience in infrastructure project preparation, feasibility studies, transaction advisory, implementation readiness, and business case development; provide three project references (name, contact, role).  
- A qualified project team including: Project Lead registered with EAPASA; Environmental Specialist registered with SACNASP; Project Manager/Technical Lead (Civil/Structural, Pr Eng) with waste management experience (ECSA); Finance Lead (SAICA/SAIPA; FMVA advantageous); Economics Lead with socio-economic CBAs.  
- Ability to produce ISA’s 5-Case Intermediate Business Case and a bankable feasibility study with integrated technical/financial analyses.  
- Compliance: Tax clearance; SARS PIN/CSD numbers as applicable; B-BBEE commitment plan; potential partnerships with black-owned entities (Specific Goals).  
- Returnable schedules: complete Schedule 1–4, Annexures 1–8, board resolutions, company representative ID, JV/consortium documents if applicable, and B-BBEE documentation.  
- Pricing: VAT-inclusive proposals; 120-day bid validity; separate Schedule 4 price/proposal; payment terms 30 days on approval.  
- Additional: NDA; confidentiality; background checks; project start upon award; possible site/office visits; IDC rights to amend or appoint multiple vendors.
