#### Requirements
- Proven experience in market demand studies for transport/logistics/infrastructure; provide three recent (last 10 years) reference projects with client contacts. 
- Detailed methodology and stepwise approach for a market demand study, including demand forecasting, market/competitor analysis, stakeholder engagement, and bankable reporting.
- Detailed project plan with a Work Breakdown Structure and a Gantt chart; deliver final report within six months.
- Qualifications and experience for key personnel (Project Lead, Market Economist, Transport/Freight, Intermodal, Regional Trade, Financial/PPP, GIS/Data), with CVs and professional registrations.
- Compliance and pre-qualifications: Tax compliance, CSD registration, B-BBEE certificate or sworn affidavit for EME/QSE; returnable schedules including board resolutions and company details; POPIA requirements where applicable.
- Evaluation: Phase 1 compliance (CSD, tax, board resolution, ID copy, B-BBEE); Phase 2 technical (mandatory functional requirements, then weighted criteria); Phase 3 price (80) and specific goals (20); Phase 4 objective risk considerations.
- Contract terms: six-month delivery; SLA with IDC; payment within 30 days of invoice; adherence to cost-containment guidelines; possible staff/partner development obligations.
