**Appointment of a service provider to undertake research and develop the “Inclusive Cities” chapter for the State of the Cities Report (SOCR), as part of the SACN-DL RRD MoU, to be completed over four months.** The bidder should have urban planning/research, spatial data analysis, and policy reporting capabilities to produce a publishable chapter with maps, infographics, and case studies, aligned to national frameworks (NSDF, IUDF, SPLUMA) and the SOCR dashboard.

#### Requirements
- Deliverable: a comprehensive Inclusive Cities chapter (minimum ±60 pages) plus a summarized chapter (±20 pages), with maps, charts, infographics, case studies, and city profiles; aligned with NSDF, IUDF, SPLUMA, and SOCR narrative.
- Scope: longitudinal 25-year assessment of inclusion in eight major cities, focusing on the last five years; analyze structural, spatial, social, economic dimensions; provide strategic recommendations.
- Data and methods: literature review; collect/analyze national datasets, municipal SDFs, census data, NSDO layers; city-level analyses including growth, housing, transport, governance.
- Outputs: datasets, maps, dashboards, and publishable documentation; ensure design and style meet SOCR design requirements.
- Compliance: bid in terms of GCC (revised July 2010) and SCC; adhere to general contracting and procurement rules; maintain confidentiality and quality standards.
- Qualifications: demonstrated experience in urban spatial analysis, policy-focused research, and evidence-based reporting; ability to deliver within four months.
