#### Overview
**RFQ to appoint a Subject Matter Expert (SME) to develop EISA/FISA instruments and exam scripts, and provide EISA/FISA marking memos for the Occupational Certificate: Paralegal NQF Level 5 (Credits 330).** Bidders should be SMEs with legal-sector expertise, able to develop EISA-ready papers, provide marking memos, and deliver within SASSETA/QCTO framework (DQP/AQP).

#### Requirements
- SME must have at least three (3) years’ experience in the legal sector, with CVs attached.  
- Demonstrable experience in developing EISA/FISA instruments or related QAS/Addendum work; at least one prior assignment supported by reference letters.  
- Mandatory qualifications: ETDP SETA learning programme results or related ETD qualification, and an LLB or Occupational Certificate (copies not older than six months; SAQA verification for international qualifications).  
- Eight (8) unique EISA instruments with marking memos/answers, aligned to the OQ blueprint; must follow QAS Addendum.  
- No conflict of interest (cannot be both developer and moderator for the same qualification or be an accredited SDTP).  
- Deliverables include signed development reports; delivery expected within three weeks; contract runs to 31 December 2026.  
- Pricing on SBD 3.3; 80/20 price/specific-goals evaluation; functionality must reach 100%.
