**Appointment of a turnkey EPC building contractor to procure land, develop, design, obtain approvals and construct a SASSETA skills development centre in Thohoyandou, Limpopo.** Eligible bidders are EPC/turnkey contractors with land acquisition, architectural/engineering design, statutory approvals, and construction capabilities; must meet heavy professional registration and liquidity requirements and submit via SASSETA’s electronic process. #### Requirements
- CIDB grade 8GB/8CE/8ME/8EB or higher; minimum CIDB proof required.
- Mandatory registrations: PPRA (Property Practitioner), NHBRC, COIDA (Department of Labour).
- Key professionals (with good standing): Project Manager (SACPMP), Quantity Surveyor (SACQSP), Safety Officer (SACPMP), Civil Engineer (ECSA), Architect (SACAP), Electrical Engineer (ECSA), Structural Engineer (ECSA), Mechanical Engineer (ECSA), Town Planner (SACPLAN), Land Surveyor (SAGC).
- Liquidity: bank balance of at least R10,000,000 for 2 months or a confirming loan/credit facility of R10,000,000 within 21 working days of RFP closure.
- Submit minimum two signed reference letters for turnkey/land acquisition, plus CVs for a multi-disciplinary team (Development Manager, Project Manager, QS, Site Manager, Safety Officer, Engineers, Architect, Town Planner, Land Surveyor, etc.).
- CSD registration by closing date; complete SBD forms (SBD1, SBD3.3, SBD4, SBD6.1); initial GCC Annexure A pages.
- Pricing annexure: Annexure B must be completed (Excel) and submitted with a PDF copy.
- Compliance with POPIA, confidentiality, anti-corruption, and procurement rules; adhere to 80/20 price/points scheme; bid value up to ~R50 million (exclusive taxes).
- Maximum two-phase evaluation: Phase 1 mandatory compliance; Phase 2 functionality; Phase 3 price/goals (80/20).
