**Appointment of a suitably experienced and knowledgeable service provider to implement end-to-end management of the individual bursary process for SASSETA, on an ad hoc or full-scale basis, from appointment until 31 March 2030.** Suitable bidders are entities with proven bursary-management and project-management capabilities, experience in public-sector procurement, and the ability to deliver across multiple HEIs nationwide, with POPIA compliance and robust reporting.

#### Requirements
- Mandatory liquidity: bank balance of R10,000,000 (not older than 21 days) or NCR-registered financial support for at least that amount (same currency and freshness).
- POPIA compliance: valid Information Regulator registration certificate in the bidder’s name.
- Team Leader: Annexure C CV showing NQF 7 Project Management, 10+ years PM experience, and at least three bursary-implementation assignments (one ≥ R50,000,000).
- Phase 1 compliance: submit SBD1, SBD3.3, SBD4, SBD6.1, CSD registration, and sign initial pages of GCC (Annexure A).
- Phase 2: minimum three signed bursary-reference letters (one ≥ R50m); project implementation plan with a Gantt chart covering all seven scope items (2.3.1.1–2.3.1.7); demonstrate a bursary-management system.
- Phase 3: potential system demo showing coverage of all scope items; price and specific-goals scoring (80/20; up to 100% for demonstrated capability).
- Tax/Tender compliance: SARS-TCS or CSD number where applicable; travel policies, confidentiality, and data protection requirements.
- Specific goal preferences (for 80/20): evidence of black ownership, black women ownership, black youth ownership, and SA-owned enterprise status (with documentation).
