**APPOINTMENT OF A SUITABLY QUALIFIED AND EXPERIENCED SERVICE PROVIDER WITHIN THE BAKERY INDUSTRY TO ESTABLISH, OPERATE AND PROVIDE TECHNICAL AND ADVISORY SERVICES TO THE ETHEKWINI BAKERY FACILITY FOR THE PERIOD OF THIRTY-SIX (36) MONTHS.** The bidder should have bakery-sector expertise to set up and run a shared bakery facility, provide technical advisory, skills transfer, MSME/Cooperative development, and market access support (IDFC/Ithala tender RFP12/26).

#### Requirements
- Proven bakery industry experience, including establishment and operation of a bakery facility/training hub.
- Ability to design and implement capacity-building, lean manufacturing, and business development programs for MSMEs and Cooperatives.
- Ensure facility compliance with SABS standards, health and safety, waste management, and municipal by-laws.
- Provide assessments, advisory services, and a plan to achieve QCTO accreditation readiness for bakery training/assessment.
- Evidence of previous client references, and capacity to deliver with proposed personnel; substitution requires IDFC approval.
- Compliance with SARS tax-related requirements (PIN/CSD/VAT as applicable) and non-conflict of interest; confidentiality and IP provisions apply.
- Willingness to enter the IDFC SLA and contract terms; adherence to procurement safeguards and site/permit checks.
