**Appointment of a suitably qualified service provider to conduct Implementation and fidelity study to assess how the programme was delivered for the ETDP SETA.** The RFQ (No. 09-2026/27) seeks a public-sector evaluation team to plan, conduct and report an implementation/fidelity study across ETDP SETA programmes, over an 8–12 week window (contract up to 6 months via SLA).

#### Requirements
- Public-sector evaluation expertise, including FMPPI, APPs/TIDs, data quality assessment, and mixed-methods (qualitative + quantitative) approaches.  
- Ability to design, collect (interviews, site verification), analyse, and report on inputs → outputs → outcomes with bottleneck analysis and trends.  
- Deliverables: Inception Report; Indicator Assessment Matrix; Data Quality Assessment; Draft Evaluation Report; Validation Workshop; Final Report (per ToR).  
- Project team: Project Manager (≥5 yrs PM; ≥3 yrs evaluation), Evaluation Specialist, Sector Specialist, and two Research Interns (Master’s or Honours, NQF L8).  
- Compliance: SBD 1/4/6.1 submissions; SARS PIN; CSD registration; B-BBEE documentation; tax/compliance checks; no deregistration/blacklisting; public liability insurance; no sub-contracting (unless allowed).  
- Governance & QA: Ethics, NES/DPME-aligned quality assurance, peer review, and data protection.
