## Summary

#### Overview
**Appointment of a verification agency to determine the status of indigent subsidy applicants.** Bidders should be qualified service providers with experience in data verification, identity authentication, employment verification, bulk data processing, and delivering soft copies (Excel/CSV) of large applicant datasets. The contract targets verification for 6,744 indigent subsidy applicants and requires compliance with POPI, NCR, and municipal data handling.

#### Requirements
- Demonstrated data verification experience on at least 5 similar projects for metros, districts or municipalities.
- Experience and qualifications of Key Personnel: Project Leader with Public Administration degree (or equivalent) and a Project Management qualification; appropriate experience levels to achieve up to 30 points.
- Company must be accredited with National Credit Regulator (NCR) and comply with POPI Act (POPI certificate).
- Ability to authenticate applicant identities, verify employment details, marital status, contact details, property/business connections, and provide bulk reporting in Excel/CSV for 6744 records.
- Full CSD report and proof of municipal accounts or proof of residence; rates clearance not older than 3 months; lease where applicable.
- Minimum functionality threshold of 70 points to proceed to financial evaluation.

#### How to Apply

- Submission method: hand-delivered bids to 15 Maclear Road, Elliot, 5460; sealed and endorsed; no fax/email submissions accepted.
