## Summary

#### Overview
**Procurement of an Accredited Training Provider to design, deliver and manage an Occupational Certificate: Business Banking Practitioner NQF6 Learnership Programme in Land Bank.** Eligible bidders are accredited training providers with QCTO accreditation, capable of end-to-end learner administration, workplace learning, assessments, reporting, and capacity for 25 learners (5 employed, 20 unemployed) over 24 months.

#### Requirements
- Valid accreditation certificate/approval from the QCTO; assessors and moderators must be registered.
- Demonstrated learnership experience: five or more NQF-registered programmes preferred; portfolio with client details, SAQA IDs, learner counts, duration and project value.
- Comprehensive methodology and delivery plan, including: implementation, quality management, learner support, workplace monitoring, assessment/moderation, monthly/quarterly/completion reporting.
- Qualified team: CVs, proof of assessor/moderator registration, and schedule of key personnel.
- Learner administration capability: register with SETA/QCTO, maintain records, attendance, progress, portfolios, and certification processes.
- Workplace learning support: orientation, guides, mentor support, monitoring visits, logbook tracking.
- Compliance and due diligence: tax compliance (TCS PIN), CSD registration, B-BBEE certificate or sworn affidavit, companyDocs, conflict-declaration.
- Stage 1 mandatory requirements and Stage 2/3 evaluation; minimum 70 points to proceed; price will be evaluated 80/20 in Stage 3.
