## Summary

#### Overview
**RAF seeks an actuarial service provider to independently conduct a quality assurance review of RAF’s actuarial methodologies and models for a three-year period.** The scope covers OCL, Budget Forecasting (MTEF), LOE, LOS, and PRMA valuations; bidders should be ASSA-registered actuarial firms with a Lead Actuary who is a Fellow and at least 10 years post-qualification experience, capable of delivering documented QA reports, gap analyses, and implementation guidance. #### Requirements
- ASSA registration; Lead Actuary: Fellow, ≥10 years post-qualification; CV and good standing
- Company experience: independent QA reviews for at least three clients in last 5 years; minimum two client references per category
- Data security: data must not be transferred out of SA; POPI compliance
- Compliance: CIDB proof if applicable; Tax status with SARS (PIN/TCS) or CSD number; SBD forms completed (SBD1, SBD3.1/3.2/3.3, SBD4, SBD5, SBD6.1)
- NIP: where triggered, bidders must engage the dti and report post-award; sign NIP obligations
- Documentation: joint venture agreements where applicable; bid documents per GCC/GCC-like terms
