## Summary

#### Overview
**Procurement of an independent Diamond Valuator Expert to assess the validity of valuation outcomes and the integrity of the valuation process.** Bidders should be experienced diamond valuators or consultants with at least 10 years in the diamond industry, knowledge of the 4 Cs, inspection of precious metals, and compliance with the Precious Metals Act. The project is capped at about R1,000,000 (once-off), with a 90-day RFQ validity period; submissions are due by 10 July 2026 at 11:00 to RFQ@siu.org.za. #### Requirements
- Registered on the National Treasury Central Supplier Database (CSD) and tax compliant.
- CV of a Diamond Valuator Expert with 10+ years’ experience; knowledge of the 4 Cs; compliance with the Precious Metals Act; three client reference letters for diamond valuation projects.
- Valid Dealer’s Licence (section 32) and valid authorised representative licence (section 54).
- Address all scope items (1.1–1.18) in the proposal.
- Administrative documents: ID copies of company directors, CIPC registration, SARS PIN, and BBBEE certificate or sworn affidavit.
- Submit a comprehensive proposal aligned to the Scope of Work; non-compliance may lead to disqualification.

#### How to Apply

- Include: completed RFQ document with SBD4 and 6.1; CV and at least three diamond-valuation references; CSD number or SARS Tax Compliance Status; BBBEE certificate or sworn affidavit; Dealer’s Licence; authorised representative licence; pricing schedule (see RFQ065 2026_27 DIAMOND VALUATOR EXPERT.pdf).
- Pricing: include VAT; quote on bidder’s letterhead; prices in ZAR and firm for the bid period.
