**Appointment of an Independent Professional Service Provider to review and enhance the DBSA Delegation of Authority Framework and Master Delegation Matrix.** Bidders should have expertise in integrated organisational design, governance, and DoA frameworks for DFIs/public sector, with focus on risk, controls and regulatory alignment. #### Requirements
- Demonstrated experience in developing Delegation of Authority (DoA) frameworks;4+ compliant reference projects in past 7 years with client letters/case studies.
- Team of up to three experts; Team Leader with ≥10 years in organisational design/DoA; each member ≥5 years; CVs, competency matrix, and full availability.
- Structured, six-phase methodology (Inception; Diagnostic and Discovery; Analysis and Benchmarking; Design and Validation; Finalisation; Governance and Organisation-Wide Socialisation) with defined deliverables.
- Deliverables include: Inception Report, Diagnostic Assessment, Decision Architecture and Accountability Mapping, Revised DoA Framework, Revised Master Delegation Matrix, Implementation Guidance, Governance socialisation materials, Final Close-Out.
- Compliance requirements: CSD registration, SARS Tax compliance (PIN/TCS), BBBEE documentation, official bid forms (SBDs) and Annexures; pricing via Annexure A and separate pricing envelope per Annex A.
