## Summary

#### Overview
**This RFQ seeks the appointment of an Organisational Change Management (OCM) Managed Service Provider to support PRASA's Ticketing Programme for a 6-month period.** Bidders should be organisations with proven change-management, stakeholder engagement, communications, training and knowledge-transfer capabilities; experience in passenger rail or transport is advantageous. Key roles to be supplied include Programme Manager/Engagement Lead, Change Management Lead, and Training/Business Readiness Lead, with CV evidence.

#### Requirements
- Minimum project team: three mandatory roles with specified years of experience and qualifications; no person may hold more than two key roles without approval.
- Evidence: complete Annexure B CVs with qualifications; CVs not older than 3 months; client references including passenger rail/transport.
- Mandatory compliance: complete RFQ returnables, and any JV/Partnerships agreements.
- Basic compliance: SANAS B-BBEE certificate or sworn affidavit, CSD number, SARS Tax Compliance Status, CIPC registration, and IDs for directors.
- Technical compliance: signed consent letters for CVs; client reference letters for passenger-rail projects.
- Deliverables: 26-week contract (12 weeks execution, 14 weeks knowledge transfer); outputs editable and handover to PRASA; stage-gate governance and regular reporting.
- Evaluation: Stage 2 requires minimum 70/100; Stage 3 uses 80/20 pricing and specific-goals scoring (BBEE, Black-owned, etc.).
