**Appointment of internal auditors for Overberg Water Board for 36 months in accordance with the given scope.** This RFP invites professional service providers to supply a comprehensive internal audit function (financial, IT, HR, operations, SCM, performance, etc.) across a three-year horizon. Suitable bidders are firms with strong public/water-sector internal audit credentials, the ability to deploy multi-disciplinary teams, and relevant certifications (e.g., CIA/CA, CISA) and QA controls. Bids must comply with PPPFA/PFMA and require BBBEE verification.

#### Requirements
- Multi-domain internal audit capability (financial, performance, IT, governance, compliance, follow-up, project assurance) per IIA standards.
- Minimum team qualifications: Project Director/Manager (CA/SA, 5+ years in water/public sector projects); Internal Audit Manager (CIA, 5+ years); IT Auditor (CISA, 3+ years); other roles (SCM, HR, Operations, Finance, Performance) with 3–5+ years relevant public-sector experience.
- Deliverables: three-year internal audit strategy, risk-based annual plan, audit programs, CAATs/IT controls, reporting to CEO/Audit Committee, risk mitigation advice, knowledge transfer.
- Documentation and credentials: CVs and proofs for all roles; sample internal audit reports; organogram; five+ positive references in public/water sector; valid COIDA, SAP/CSD status, and SANAS BBBEE verification.
- Mandatory forms and registrations: SBD1, SBD4, SBD6.1, SBD3.2 (Pricing Schedule), CSD registration, tax compliance PIN, CIDB where applicable, BBBEE certificate or sworn affidavit.
- Competitive process: 80/20 (or 90/10) scoring under PPPFA; price 80/20, specific goals 20; due diligence and supplier integrity checks.
