## Summary

#### Overview
**Procurement of a five-year Internet Service Provider (ISP) for the Gauteng Provincial Legislature to deliver a secure, high-availability Internet and WAN solution across GPL sites, including Azure/O365 connectivity, Zscaler and public Wi‑Fi; bids from qualified ISPs with ICASA licenses, and enterprise networking capability are invited.** The contract covers mobilization around 120 days before 1 March 2027, a transition period in February 2027, and a 60-month term starting 1 March 2027. #### Requirements
- Minimum 5 years’ experience delivering Internet services to mid-sized multi-site environments with cloud integration; provide client references.  
- Must hold ICASA I-ECS and/or I-ECNS licences (or both).  
- Current ISPA membership; higher tier/backbone status advantages.  
- Competent project leadership with qualified PM and relevant certifications; provide CVs and proofs.  
- Mandatory documents: full Technical Proposal, signed Invitation to Bid (SBD1), Pricing Schedule (SBD3.3), Bidders Disclosure (SBD4), Preference Point Claim (SBD6.1), company registration documents, director IDs, company profile; licenses and JV/trust documents if applicable.  
- Central Supplier Database (CSD) registration or SARS Tax Compliance Pin (TCS) status; provide Proof if necessary.  
- Subcontracting capped at 25%; security clearance and confidentiality agreements required.  
- GPL may appoint a panel of providers; no obligation to award to the lowest bid.
