## Summary

#### Overview
**Appointment of one service provider to provide in-house travel & accommodation and conference facilities to the Matatiele Local Municipality for a period of three years.** This is an open-tender for hospitality/travel management and conference services, with a 90-day validity period from close of tender.

#### Requirements
- Mandatory documents: proof of CSD registration; complete MBD 3.3, 4, 6.1, 8 & 9 forms and annexures; authority to sign; prices inclusive of VAT; joint venture agreement if applicable.  
- Pre-qualification/registrations: CSD registration required; VAT registration if applicable.  
- Evaluation: 80/20 PPPFA; two-phase: Phase 1 Functionality (100 points) and Phase 2 80/20 based on PPPFA; minimum functionality threshold of 80 points to proceed. Functionality criteria include Company Experience (40), Personnel CVs & Certifications (30), Audited FS with Independent Reviewers Report (30); price contributes 80 points in Phase 2.  
- Preference goals: Ownership by HDI, Youth (18–35), Women, Disability, Rural Enterprises with specified verification documents.
