**Appointment of a service provider to provide and implement a fully automated system for E-OPMS, E-IPMS and E-Risk Management at Mandeni Municipality for three years.** Bidders should be ICT/software vendors with proven experience in municipal asset/ops management and risk systems, capable of end-to-end implementation and three-year support, and must be registered on the Central Supply Database (CSD). The bid uses an 80/20 PPPFA evaluation across three stages: Mandatory/Functionality, a system presentation, then Price and Specific Goals.

#### Requirements
- Must be registered on the Central Supply Database (CSD).  
- Adhere to the Preferential Procurement Policy Framework Act (PPPF A 2000) and 2022 Regulations; 80/20 allocation; 120-day bid validity.  
- Procurement process comprises three stages: Mandatory/Functionality; demonstration/presentation; price and Specific Goals.  
- Compulsory clarification meeting: 5 August 2026 at 10:00 (Municipal Council Chambers, No. 2 Kingfisher Road). Attendance is mandatory.
