## Summary

#### Overview
**Appointment of service provider/s to implement the Artisan Recognition of Prior Learning (ARPL) for a Chef Occupational Qualification NQF Level 5, for 50 participants (25 in Kwa-Zulu Natal and 25 in Western Cape).** Bidders should have QCTO accreditation as an assessment/trade centre in the bidding provinces, be able to align with NAMB and SETA processes, and demonstrate ARPL delivery capability in culinary qualifications, plus project-management capacity.

#### Requirements
- Valid QCTO accreditation as an assessment/trade centre for the relevant provinces (KZN and/or WC) bidding (8.1).  
- COIDA certificate (8.2).  
- Complete Annexure I indicating the province bid for (8.3).  
- Demonstrable ARPL project experience for Chef qualification (50 participants) with a detailed plan, recruitment, induction, assessment, and graduation processes (3.1–5.11).  
- Assessor(s) must be SME/subject-matter experts with an assessor certificate (9.2.3).  
- Moderator(s) must be NAMB-accredited (9.2.4).  
- Submit a project plan with timelines, a staffing organogram, delivery milestones, and payment milestones (9.2.5).  
- Returnables include CVs, references, and supporting documents (as per 9.2 and Annexures).  
- Compliance: POPIA, tax status, and CSD/SARS requirements; no bids from State employees or related restrictions (2, 2.7).  
- Use of SBD4 and SBD6.1; adherence to 80/20 evaluation, and B-BBBEE/SDG criteria (Annexures E–I; Annexure F).
