#### Overview
**RFQ for external assurance services to perform ISRS 4400 Agreed Upon Procedures on Rand Water’s Short-Term Incentive (STI) review for 3 financial periods.** Suitable bidders are external assurance providers with ISRS 4400 experience in remuneration/incentives, plus capacity for a 3-year engagement; must have data analytics capability (SQL or equivalent) and a qualified team (CA(SA), CIA) with governance/Risk/Compliance experience. The award target is a single supplier; estimated 200 hours per year.

#### Requirements
- Demonstrated experience in agreed-upon procedures / ISRS 4400 related to remuneration or incentive schemes. Provide relevant reports from the last 2 years.
- Human Resource Capacity: minimum 5–10 years in Governance, Risk, Compliance and AUP engagements; team to include CA(SA), CIA.
- Resource and Technology: access to data analytics tools (SQL or equivalent).
- Work Breakdown / Schedule / Project Programme: clear WBS, schedule, and delivery dates aligned with contract.
- B-BBEE: SANAS-accredited certificate or sworn affidavit for EMEs/QSEs (or dtic certificate); ability to score under the 80/20 framework.

Minimum threshold: responses must meet 70% to progress.
