#### Overview
**Appointment of a service provider to supply and manage software for an online prepayment meter, vending system, arrear collection, revenue enhancement and 3rd party vendor management for a period of three years.** Polokwane Municipality invites bids from software providers with experience in prepaid metering, vending, arrears collection, revenue management and third-party vendor management; bidders must be registered on the Central Supplier Database (CSD) or provide Tax Compliance Status (TCS), and no persons in the service of the state may bid.

#### Requirements
- CSD registration or Tax Compliance Status (PIN) for view of taxpayer profile
- Tax compliance: TCS PIN, SARS e-filing readiness; foreign bidders must answer Part B3 questionnaire; JV/subcontractors require separate TCS/CSD
- No state personnel may bid; compliance with anti-corruption and SCM rules; proof of rates/taxes or lease
- Compliance with PPPFA/Regulations, GCC and any special contract conditions; 90/10 preference points system; bids valid for 90 days
