**Procurement of an external service provider to perform an Impact Evaluation on the Presidency’s five Strategic Outcomes for 2020-2025, the past 30 years of democracy, and the Mid-Term Report for 2025-2030.** Bidders should have strong programme evaluation expertise, with a proven project leader capable of conducting multiple evaluations and producing actionable reports.

#### Requirements
- Project Leader must have a Matric; minimum of five programme evaluations and lead evaluator role in at least three; company must have two years’ experience in programme evaluation; ability to develop a detailed project plan.
- The bidder must provide CVs/qualifications for new project team members if project scope changes, and sign the standard Presidency contract upon award.
- Proposals must include a complete pricing schedule (Annexure B) and references (Annexure A), plus a SBD4 disclosure form.
- Bids must be valid for 90 days (extensions possible with bidder consent) and be submitted via the required SCM process; bidder must be registered on the Central Supplier Database (CSD).
- Additional governance: adherence to applicable laws (PFMA, PPPF Act, etc.) and execution in line with the Presidency’s SCM policy.
