## Summary

#### Overview
**Appointment of two service providers to perform garden and landscaping maintenance for a 36-month period at TASEZ.** Bidders should have horticultural/landscaping capability, with the ability to supply equipment, trained personnel, and comply with SA procurement rules (CSD, SARS tax clearance, B-BBEE, COID, public liability).

#### Requirements
- Minimum B-BBEE level 3 or higher; SANAS-accredited certificate or EMES/Sworn Affidavit.  
- Tax compliance: SARS PIN, TCS certificate, and proof submitted with bid; CSD registration within 3 months.  
- Returnable documents: SBD 1, SBD 4, SBD 6.1, SBD 6.2; complete, signed.  
- Registered with CIPC; proof of public liability cover (R500,000) and COID/Compensation Fund standing.  
- Five project references in garden/landscaping; CVs for a qualified supervisor (with Matric + SHE training) and four garden machine operators; four valid brush-cutter certificates (SAQA/SETA Unit Standard 264182).  
- Equipment inventory and proof of on-site capability; on-site supervisor, English proficiency, and horticultural guidance (local horticulturist).  
- Compliance with OH&S, spill kit, PPE, decanting facilities; low-water, eco-friendly products; pesticide prohibition.  
- Grounds Maintenance Plan to be submitted within 30 days of award; annual, regionally tailored plan.  
- Pricing must be full and cover all scopes; 80/20 price evaluation; CPI escalations after year one.  
- Preference for empowerment and local content targets; adherence to PFMA and procurement policies. (Refer to TAS-FSC-RFP02 for full criteria.)
