## Summary

**Procurement of in-house training for 20 municipal employees to attain the National Certificate in Municipal Finance Management (SAQA ID 48965), delivered by a LGSETA-accredited training provider.** Bidders should be LGSETA-accredited with at least four years’ experience, registered on CSD or holding a SARS TCS/PIN, and able to host the programme at the municipality’s venue over up to 15 months. 

Requirements:
- LGSETA accreditation with relevant unit standards; facilitator CV; signed service level agreement; and certificates of attendance/competency. 
- Target: 20 municipal officials; trainer travel, accommodation and meals. 
- Training manual and overhead projector; in-house delivery; municipality to arrange venue. 
- Accreditation proof and NLRDB upload within 5 days of appointment; close-out report after completion. 
- Documentation: valid CSD registration; MBD1-9; SARS TCS PIN; letter confirming no overdue municipal accounts; LGSETA accreditation copy. 
- Tax clearance (original) submitted with bid; separate TCS/CSD where applicable; adherence to SCM and anti-corruption policies. 
- Evaluation includes functionality (up to 100 points) with criteria on experience, methodology, outcomes, and accreditation.

- Closing date/time: 05 November 2026 at 12:00. 
- Submit by hand in a sealed envelope to 135 Main Street, Flagstaff (IHLM/58/2026-27/ADMIN) or via the Open Tenders/E-Tender Portal as specified on the municipality site.
