The bid follows a two‑stage evaluation (Stage 1: capacity to execute; Stage 2: price and specific goals). 

#### Requirements
- Compliance with South Africa’s procurement rules: tax obligations (Tax Clearance or PIN), SARS e‑filing; foreign bidders to complete Part B:3; must provide a CSD number or a TCS certificate; submit all required MBD forms and directors’ IDs; JV agreements if applicable; municipal rates clearance. 
- Evidence of capacity to execute: project team with civil engineering qualifications; lead/manager with relevant degree and registrations; methodology and references; minimum threshold to pass Stage 1 (70/100).
