**Development of a stormwater management plan for the Ntabankulu CBD**. Ntabankulu Local Municipality invites suitably qualified service providers to develop a stormwater management plan, including condition assessment of existing facilities, recommended actions, costing, funding strategy and a formal plan with a service-level agreement. Bidder eligibility targets civil-engineering consultancies with appropriate registrations and the ability to provide required mandatory documents (CSD, signed bid documents, IDs, JV agreements if applicable, rates clearance, etc.).

#### Requirements
- Mandatory documents: latest CSD report (not older than 3 months); fully completed signed bid documents (MBD 1–9); certified IDs of directors; JV agreement if applicable; proof of municipal rates clearance for company and directors (or signed lease and confirmation no billing); original certifications not older than 3 months.
- Registrations and compliance: Tax clearance (PIN or TCS); CSD number if no TCS; VAT details; for foreign suppliers, Part B questionnaire; bids may require separate TCS certificates per party in JV/consortia.
- Qualifications for project team: Team leader with BTech (Civil Engineering), 5+ years’ consulting experience and ECSA registration; Project manager with National Diploma in Civil Engineering and ECSA; Team member with National Diploma in Civil Engineering.
- Evaluation criteria: Stage 1 functionality with minimum 70% to proceed (traceable project references, capacity/expertise, and methodology); Stage 2 price and specific goals (80/20 or 90/10 depending on value) with BBEE and locality preferences as applicable.
- Documentation integrity: Originals only, no copies; no late or incomplete bids; compliance with GCC and local SCM policies.
