## Summary

#### Overview
**Biometric access-control system installation and related services for the Office of the Public Service Commission (OPSC) Northern Cape Provincial Office.** Bidders with security/ICT integration capabilities and biometric access systems experience are invited; the project uses Preferential Procurement policies with 80/20 or 90/10 points. Requirements include pre-qualifications (Tax clearance, B-BBEE SANAS or sworn affidavit, CSD MAAA or ownership proof) and a compulsory site visit/briefing. 

#### Requirements
- SBD forms and procurement documentation must be completed (SBD 4, SBD 6.1; SBD 6.2 where applicable) (see attached documents: SBD 6.1 IN TERMS OF PPR2022 v 1 of 2023.docx..docx). 
- Valid Tax Clearance PIN and B-BBEE certificate or SANAS-accredited certificate or sworn affidavit; or CSD MAAA number and ownership information (as applicable). 
- Proof for specific goals if claimed (Black Owned, Women, Youth, Disability) with certified documentation (SBD 6.1 section 4.2; attached guideline). 
- Compulsory site visit to be arranged via markb@opsc.gov.za or ThamiS@opsc.gov.za (address: 1st Floor, Woolworths Building, Kimberley). 
- Prices must be VAT inclusive and bids must remain valid for 30 days (RFQ terms; see attached RFQ doc). 

#### How to Apply
- Submission deadline: 29 October 2026 at 16:00; electronic submission via Quotations@opsc.gov.za. 
- Documents to submit: Completed and signed RFQ; signed quotation; SBD 4; SBD 6.1; SBD 6.2 (if applicable); valid Tax Clearance PIN; B-BBEE certificate or sworn affidavit. (see RFQ attachment) 
- Pre-qualifications/registrations: CSD or SANAS B-BBEE verification; CSD MAAA number and/or ownership details.
