Open to cleaning service providers capable of servicing a large public facility with labour-intensive operations, required equipment, and compliance with public procurement rules (CSD, SARS TCS/PIN, BBBEE) and staff vetting.

#### Requirements
- Registration on the Central Supplier Database (CSD) and provide CSD number; if part of a consortium, separate TCS/PIN/CSD per party.
- Tax compliance: supply SARS TCS or PIN; or CSD number if no TCS; ability to validate tax status.
- BBBEE: submit SANAS-accredited BBBEE certificate or sworn affidavit; for consortia/jv provide consolidated certificate.
- Evidence of cleaning experience: verifiable references for contracts of at least 5,000 m² within last 5 years.
- Financial capacity: demonstrate funds/credit equivalent to at least two months of estimated contract value (bank statements, etc.).
- On-site requirements: minimum 11 full-time cleaners; on-site supervisor; staff replacement; uniforms; adherence to work hours; on-site access controls.
- Insurance and safety: provide public liability, all-risk, SASRIA; comply with OHS Act; health and safety plan; staff vetting; on-site health and safety file.
- Site briefing and addenda: attend compulsory briefing; submit DPW-16 site briefing certificate; DPW-21 record of addenda if issued.
- Documentation: submit PA-32 invitation to bid, pricing schedule, PA-11 bidder disclosure, PA-15 resolutions, PA-16 preference form, DPW-09 project details, DPW-21 addenda; etc.
- Local procurement: BBBEE/local preference criteria apply; compliance with 2022 PPPFA rules.
