**Procurement of cable fault locating, repairs, supply and delivery for the Zuikerbosch Water Treatment Plant, on an as-needed basis for 3 years.** Target bidders are CIDB-registered electrical contractors with a 3EP+ designation (or equivalent via JV), capable of MV/LV cable fault locating, jointing, and related supply delivery, with strong safety, QA, and project-planning capacity.

#### Requirements
- CIDB: contractor grading designation of 3EP or higher (JVs allowed if leading partner meets requirement) (CIDB data in T1.2/CIDB rules).
- Pre-qualifications: CIDB registration or capability, Letter of Good Standing (COIDA), fully signed Form of Offer and Acceptance.
- Functionality must score ≥70/100 across:
  - Previous related experience (20)
  - Human resources capacity (30)
  - Equipment resource capacity (30)
  - Work breakdown/project programme (20)
- Returnable documents (per T2): CIDB certificate; COIDA; Pricing Schedule/BoQ; SBD forms (4, 6.1); Letter of Bid; Contract/Agreement; project programme; HR and equipment schedules; references for previous projects; BBBEE documentation or sworn affidavit.
- Compliance: tax clearance confirmation; declarations on employment by state, conflicts of interest, and tender defaulter status.
- Site & safety: PPE (safety shoes), driver’s license, valid car disc, PAIA compliance; adherence to ORHVS and Employer SHEQ requirements; ISO 9001 quality management is stipulated in the contract data.
- Evaluation: 80/20 price with specific-goals points; BBBEE points; minimum functionality threshold required.

Conditions: Everyone accessing the plant will be expected to wear safety shoes, failure to which no access will be granted. Everyone accessing the site using personal or company vehicles is requested to always carry their valid driver’s license. Every company or personal vehicle accessing the site must have a valid car disc. The biometric system will scan and cross-reference these discs to ensure compliance with local regulations.
