- Technical: must fully comply with Technical Specification (Annex D); 12-month warranty; 10% performance security; 30-day payment terms; price adjustments by agreement.  
- Delivery: 21 days from contract signing (Delivery Schedule, Annex C).  
- Service origin: from eligible country as per contract.  
- Compliance with integrity: anti-corruption provisions.
