**APPOINTMENT OF A SERVICE PROVIDER TO CONDUCT SKILLS AUDIT FOR COMMUNITY WORK PROGRAMME (CWP) PARTICIPANTS AND SITE STAFF OVER A PERIOD OF TWELVE (12) MONTHS.** The scope covers all nine provinces, targeting approximately 175 000 participants and 650 site staff. Deliverables include an integrated digital Skills Management Database, Individual Learner Profiles (ILPs), career pathways and learning plans to support employability, entrepreneurship and exit pathways. Bidders are described as Learning and Development Specialists (e.g., Organisational Development, HRD, Industrial–Organisational Psychology) with proven experience in large-scale skills audits and related workforce development.

#### Requirements
- Demonstrated capability to conduct national, large-scale skills audits and develop electronic skills databases or learner management systems.
- Administrative/compliance: registered on the National Treasury Central Suppliers Database (CSD); completion of SBD forms (SBD1, SBD3.2, SBD4, SBD6.1); CVs and qualifications for key personnel; four reference letters for similar projects; company registration and certified IDs for directors.
- Professional registrations: project manager and key personnel with relevant professional body registrations (e.g., HPCSA, SABPP, HRIS, PMSA) where applicable; proof of memberships and qualifications.
- Technical and financial proposals: detailed methodology, implementation plan, risk management, governance, and a complete pricing proposal including VAT; separate submission of technical and financial components as required.
- Security/POPIA: data handling, non-disclosure and a Data Processing Agreement; staff training and ongoing security measures.
- Provisions for consortium/Joint Venture: appropriate lead partner, signed agreements, and authorized signatories.
