#### Requirements
- CIDB grading: 7 CE (Roads and Stormwater). CIDB 6 CE Emerging Bidders are not eligible; Joint Ventures not allowed.
- CIDB registration must be active during adjudication.
- Returnable documents: SBD 1, SBD 4, SBD 6.1; SBD 6.2 required for B-BBEE; VAT/CSD/tax status must be compliant.
- Tax compliance: SARS PIN or CSD report; tax clearance valid through bid validity.
- Mandatory requirements: Attendance at compulsory briefing; ward councillor letter (Target Area); performance bond or letter of intent (10% of total offer); proof of key personnel registrations.
- Pre-qualification: Construction Manager (valid Pr. CM with SACPCMP/SAQA-equivalent and 10+ years road/stormwater experience) and Safety Officer/Manager (CHSO/CHSM with SACPCMP and 3+ years).
- Functionality: minimum 70 points to proceed to price/BBEE evaluation.
- Experience: minimum three road/stormwater reference letters (value ≥ R20 million, completed within 10 years); City of Tshwane reference optional but valued.
- Preference: 80/20 (or 90/10 where applicable) with specific BBBEE goals; demonstrate B-BBEE status and relevant documentation.
- Compliance with statutory acts (PFMA, OHSA etc.) and contract conditions (FIDIC Red Book 2017).
