#### Overview
**Procurement of consultancy services for conversion of Ndavaya Group Ranch into community land in Ndavaya Ward.** Bidders should be professional land use planning/urban planning firms with experience in land administration and community land reform, eligible to operate in Kenya, and able to bid as a Joint Venture (max 2 members) or solo, in line with Kenyan public-procurement rules.

#### Requirements
- Demonstrated experience in land administration and community land conversion (TOR/section TORs in the RFP).
- Compliance with Kenyan laws: valid tax compliance certificate, not debarred by PPRA, and no conflicts of interest.
- JV rules: maximum of two members; single Proposal per Consultant; Key Experts not shared across multiple proposals (as applicable).
- Integrity: no involvement in corrupt/fraudulent practices; full transparency in proposal submissions.
- Proposal format: separate Technical and Financial Proposals using the specified forms; Power of Attorney required; only one Proposal per Consultant or JV.
