## Summary

#### Overview
**The County Government of Machakos seeks Consultancy Services for Feasibility Study, Environmental and Social Impact, Topographical Survey, and Preliminary and Detailed Engineering Design of Roads, Parking Facilities, NMT Facilities & Drainage in Kangundo-Tala Municipality.** Bidders should be multidisciplinary engineering/consultancy firms with proven experience in transport infrastructure planning, ESIA/ESMP, surveying, NMT design, and drainage, and must meet Kenyan procurement, tax, and eligibility rules (including JV limits and PPRA/debarment checks).

#### Requirements
- Experience in feasibility studies, ESIA/ESMP, topographic survey, and road, parking, NMT and drainage design.
- Ability to submit Technical and Financial Proposals separately; provide Key Experts CVs; sign power of attorney; and comply with standard RFP forms.
- Compliance: valid tax clearance; not debarred by PPRA; no conflicts of interest; not insolvent; no involvement of public officers.
- JV rules: maximum of 2 members; lead member rules; exemption from the Competition Authority may be required for JVs; no association with shortlisted consultants (per ITC rules).
- Subcontracting only with Procuring Entity approval; BR registration in Kenya.
- Evaluation via Quality and Cost Based Selection (QCBS); price, technical competency, and compliance criteria all considered.
