- No conflicting interests; JV limits apply (maximum two members).  
- Key Experts must be from eligible countries; no Key Expert is allowed to appear in more than one proposal if mandated.  
- Proper execution: power of attorney for proposal signing; all documents in English; proposal validity as required.  
- Compliance with Kenyan procurement rules, anti-corruption clauses, and local tax/levy requirements (including 0.03% Public Procurement Capacity Building Levy).
