#### Overview
**Kwale County Government seeks Consultancy Services for Survey and Adjudication of MTAA Sections in Kasemeni Ward.** The assignment targets consulting firms with surveying, urban planning, and MTAA adjudication expertise; Joint Ventures up to two members are allowed; proposals are evaluated on Quality and Cost Based Selection (QCBS) using the RFP’s TORs and data sheet (Section 2). #### Requirements
- Eligibility and conduct: open to eligible consultants; must not be insolvent or debarred; no conflicts of interest; cannot misuse public office relations; comply with anti-corruption/Fraud laws (Certificate of Independent Proposal Determination required).  
- JV and team: Joint Ventures max two members; Key Experts must not appear in more than one proposal; transfer of RFP not allowed.  
- Documentation: Tax Compliance Certificate; evidence of qualifications for Key Experts; power of attorney; mandatory forms TECH-1 to TECH-7 and FIN-1 to FIN-4; all documents to be prepared per Data Sheet.  
- Fees and taxes: Financial proposal must include remuneration and reimbursables; Kenyan taxes handled per Data Sheet; 0.03% Government Procurement Capacity Building Levy; contract taxes discussed at negotiations.  
- Compliance checks: PPRA debarment status check; independence from public officials; compliance with Kenyan procurement rules.

#### How to Apply
- Submission deadline: 19 October 2026 at 10:30 East Africa Time.  
- Submission method: Technical Proposal via online i-Sourcing (ifmis); Financial Proposal to be submitted in hard copy to the Tender Box at the County Treasury (Chief Officer, ENURP). (see DOCUMENT-MTAA)  
- Documents to submit: Technical Proposal forms TECH-1 to TECH-7; Financial Envelope FIN-1 to FIN-4; Power of Attorney; Tax Compliance Certificate; Certificate of Independent Proposal Determination; any required documentary evidence.  
- Pre-proposal: No briefing session.  
- Where to obtain documents: RFP and forms via the i-Sourcing system (supplier.treasury.go.ke) as indicated in the Data Sheet. (see DOCUMENT-MTAA)  
- Evaluation and award: QCBS method; technical scores combined with financial scores; standstill period of 10 working days after award notification. Negotiations follow with the top-ranked firm; contract signing within the standstill window.  
- Additional notes: Proposals must be valid for 126 days; only one proposal per consultant or JV; refunds for late submissions not provided; procurement complaints governed by PPRA rules.
