#### Requirements
- Open competitive process; QCBS method; JV allowed (maximum of two members).  
- Proposals must include Technical and Financial components; submit via IFMIS; include Power of Attorney; sign all documents; provide required copies.  
- Key/Non-Key Experts: CVs evaluated; Key Experts must be from eligible countries; no duplication across proposals if required.  
- Compliance: valid tax compliance certificate; not debarred by PPRA; no corrupt/fraudulent practices; no conflicts of interest.  
- Documentation: complete Standard Forms TECH-1 to TECH-7 and FIN-1 to FIN-4; mandatory documentary evidence; adhere to proposal validity and other ITC requirements.  
- JV and related rules: JV with up to two members; partners must be clearly named; substitution rules apply during validity extensions (if applicable).  
- Other: standstill and contract procedures as per ITC and Data Sheet.

#### How to Apply

- Prepare two inner envelopes: Technical Proposal (TECH-1 to TECH-7) and Financial Proposal (FIN-1 to FIN-4); include Power of Attorney.  
- Submit electronically via IFMIS with Negotiation Number 2419284-2026/2027 before 29 October 2026 at 11:00 A.M. East African Time.  
- Openings: public opening after the deadline at the County Government of Nyandarua, Department of Public Administration & Devolution, Ol Kalou (address in Section A).  
- Clarifications: requests up to five days before the deadline (per Data Sheet).  
- Documents to obtain/store: all forms as listed in Section 3/4 of the RFP; ensure tax and eligibility requirements are met.
