#### Overview
**Provision of Consultancy Services for the development of a Revenue Mobilization Strategy covering FY 2026/27–2028/29 for Nyandarua County under the KDSP2 programme.** Suitable for qualified consulting firms with public finance, revenue mobilization, and local-government reform expertise; Joint Ventures up to two members are allowed; bidders should have Kenya-procurement familiarity and KDSP2 context. #### Requirements
- Open competition using Quality and Cost Based Selection (QCBS); proposals must include separate Technical and Financial Proposals.
- JV maximum of two members; if a JV is used, full JV name and members must be disclosed.
- Eligibility: not debarred by PPRA, not insolvent, no corruption/fraud convictions, no conflicting relationships with the Procuring Entity.
- Tax compliance: Kenyan firms must provide a valid tax compliance certificate or tax exemption.
- Key Experts: CVs for Key Experts; no substitution of key personnel without approval; substitutions must meet equal or better qualifications.
- Documentation: Power of Attorney; mandatory documentary evidence; adherence to ITC and Data Sheet requirements.

#### How to Apply
